Check the subresource's owner rule

ListUsers is administrator-only, while public profile lookup is controlled by instance access mode. Most personal subresources are owner-only even for instance administrators: settings, saved views, webhooks, notifications, token creation/revocation, exports and imports. Some inspection endpoints allow owner or administrator, including PAT metadata and linked identities. The operation's access note gives the exact rule. Username changes affect resource names; retain names returned by the server instead of constructing them from display names.
