Instance Service
Read bootstrap information, inspect instance configuration and apply administrator changes.
Settings are keyed resources
Use names such as instance/settings/GENERAL. Read access depends on the key: STORAGE and NOTIFICATION require an administrator, AI requires a signed-in user, and bootstrap-safe settings can be public. Updates, email tests and instance statistics require an administrator. Settings returned to callers redact stored secrets. UpdateInstanceSetting replaces the selected setting payload; it is not a field-mask merge.
