设置是带键的资源
资源名形如 instance/settings/GENERAL。读取权限取决于键：STORAGE 与 NOTIFICATION 需要管理员，AI 需要登录用户，允许启动读取的设置可公开读取。更新设置、测试邮件和实例统计需要管理员。返回的设置会隐藏已存储的密钥。UpdateInstanceSetting 替换所选设置载荷，不执行字段掩码合并。
